How the Whitesands Project is funded

The cost of the project is £68.6 million, an increase from the estimated cost of £37.5 million in 2023. The council’s investment of £13.7 million (20%) would unlock £54.9 million (80%) in match-funding from the Scottish Government.

This includes cost-to-date, construction, design, management fees, inflation and a risk allowance.

How disruption during construction will be managed

Construction is expected to begin in spring 2026, subject to Scottish Government approval and all necessary consents and will be phased over five phases between 2026 and 2028 – with completion expected in 2029 – to manage disruption to traffic, businesses and the community. Engagement with stakeholders, including local businesses and community groups, will continue throughout delivery.

How ongoing maintenance will be managed

Routine annual maintenance costs are estimated at £76,500, covering pumping stations, landscaping, glass cleaning and replacement, gate servicing, drainage clearance and masonry repairs. These costs will be incorporated into the council’s revenue budget.
