Benefits of the Whitesands Project

The project provides good value for money, providing quantified benefits worth £74.4 million in total, for an investment contribution by the council of £13.7 million. These benefits include:

• £32.1 million from improved property protection
• £22.8 million from better health outcomes
• £9.5 million from increased employment and economic activity
• £8.2 million from improved recreation and public spaces
• £2.6 million from better transport connectivity

Additional value comes from preserving cultural heritage and enhancing biodiversity.

Improvements for the public realm

The project will integrate flood protection with placemaking features, including raised walkways, landscaped areas, street trees, seating and improved cycling and walking routes. Materials such as local red sandstone and high-quality finishes will be used to reflect the character of the area.

Why the project is needed

Whitesands has a long history of flooding, with significant events recorded in 1962, 1977, 2007, 2009, 2015 and most recently in December 2022. Flooding causes major disruption to homes, businesses and infrastructure. The project aims to deliver a permanent 1-in-75-year flood protection standard – a flood that has a 1.3% chance of happening in any given year – for Dumfries, safeguarding homes, businesses and key infrastructure – reducing risk and supporting climate change adaptation.

How the project supports regeneration

Beyond flood protection, the project is designed to act as a catalyst for regeneration. The project will create a revitalised riverside corridor, enhancing the Greensands and Whitesands areas of Dumfries – as well as Dock Park – with new walkways, landscaping, public spaces and encouraging investment in Dumfries town centre.
