How the project will be delivered

The Whitesands Flood Protection Scheme and Public Realm Improvements will be delivered in five carefully planned phases to help minimise disruption for residents, businesses and visitors while works are underway.

Construction is due to begin in spring 2026 and will take place over several years. The works have been sequenced to maintain access as far as possible, protect key routes through the town and allow the Whitesands to continue operating during the build.

To reduce the impact on everyday life in Dumfries, the scheme will be constructed in five main phases. Each phase focuses on a specific section of the river corridor – from Greensands through to Dock Park – and progresses in an order designed to keep the town moving and maintain access to homes, businesses and community facilities.

The phased approach also allows the project team to coordinate essential utility works, manage traffic safely and undertake construction activities at the most suitable times of year.

We will work to keep footpaths, cycle routes and key streets open wherever possible. Short‑term diversions may be required at times, but these will be clearly signposted in advance.

The council is committed to supporting businesses during construction. Access to local shops and services will be maintained and any unavoidable changes will be communicated early so that businesses can plan ahead.

As each phase completes, new sections of the improved riverside corridor – such as upgraded paths, landscaping and public spaces – will begin to open. This means the benefits of the project will be visible and felt throughout the programme, not just at the end.

Traffic management, pedestrian safety and access for emergency services will be built into every phase of construction. We will coordinate with other local projects to avoid unnecessary overlap or disruption.
