The Economy and Infrastructure Committee will be asked to approve the addition of three projects to the Council's Strategic Housing Investment Plan (SHIP) for 2026 when it meets on Tuesday 3 November.

The proposals include 77 new homes for social rent at Spring Bank Road in Stranraer, incorporating larger family homes and wheelchair-adapted accommodation.

A further 17 Mid-Market Rent homes are proposed at Mote Field in Moffat, delivered through a Section 75 planning obligation as part of a wider private housing development.

A third project would bring the former police station at 87 High Street, Kirkcudbright back into use. Registered charity Resonate: Creating Communities is seeking to redevelop the property to provide one social rented home for up to four occupants while bringing a vacant building back into productive use, supported by South of Scotland Community Housing.

Together, the three projects would add 95 affordable homes to the SHIP programme and broaden the range of housing being progressed across different parts of Dumfries and Galloway.

The Stranraer and Moffat developments represent an estimated £30.3 million investment in affordable housing, with an indicative requirement of £12 million from the Affordable Housing Supply Programme. These figures remain subject to project development, detailed appraisal and Scottish Government approval.

The Scottish Government has allocated £94.54 million through its Affordable Housing Supply Programme for Dumfries and Galloway between 2026/27 and 2029/30 to support affordable housing priorities identified through SHIP.

Chair of the council’s Economy and Infrastructure Committee, Cllr Andy Ferguson, said:

"Increasing the supply and choice of affordable housing is hugely important for communities across Dumfries and Galloway. These proposals span different parts of our region and different housing needs, from family and accessible social rented homes in Stranraer to mid-market rent in Moffat and the reuse of an existing building in Kirkcudbright.

"The committee will be asked to consider adding all three projects to our investment programme, creating the potential for 95 more affordable homes for our communities."

Cllr. Tony Berretti, Vice-Chair of the committee, said:

"Good-quality, affordable housing is fundamental to thriving communities. What's particularly welcome here is the range of projects being brought forward, from a major development in Stranraer to a small community-led proposal, which would give a vacant building in Kirkcudbright a productive new use.

"Bringing forward projects of different types and scales gives us more opportunities to meet housing needs in communities across the whole region."
