The decision was made by councillors at a meeting of the Employment and Appeals Sub-Committee.
Larann currently serves as Schools Manager – Property. He has built his career with the council across education leadership, school estate management and digital services.
In his current role, he leads work on school buildings and grounds, major strategic projects and ICT within education.
His experience includes leadership of the school estate strategy, large capital investment and major programmes, such as the roll-out of digital learning during the Covid-19 pandemic.
Before becoming Schools Manager – Property in April 2021, Larann held senior roles as Education Officer School Estate and ICT, and Development Officer – School Estate.
He began his council career in education as a teacher of Technical Education.

“Larann Foss brings strong experience and a deep understanding of education services in Dumfries and Galloway. He has led major programmes of work, managed complex resources and shown a clear commitment to improving outcomes for children and young people.”
She added:
“I also want to record my thanks to John Thin, who is retiring as Head of Education Resources, for his long and dedicated service. John began his career as a teacher in Dumfries and Galloway and has served the local authority since 1989. He has given decades of commitment to education within Dumfries and Galloway, and his contribution has left a clear mark on the organisation and the communities it serves.”
John will remain in post until the start of July to support the handover.
