A report on revenue budget monitoring for the period ended 31 December 2025 was considered by the Enabling and Customer Services Committee today (Tuesday 10 February), providing councillors with an overview of in-year financial performance and emerging pressures.
The Quarter 3 report highlights that the council continues to experience significant financial pressures and increasing service demand across the organisation during the current financial year. Members were updated on forecast outturn positions against agreed budgets, alongside the management actions under way to address and mitigate these pressures before year-end.
The report also provides an update on progress against the delivery of agreed savings within the 2025/26 budget.
As part of the update, councillors were advised of ongoing financial risks associated with relevant services, and the continued work taking place to manage these pressures and protect the council’s overall financial position.
Quarterly budget monitoring reports play a key role in ensuring transparency, accountability and early identification of risks, helping to support sound financial decision-making throughout the year.
Councillor John Campbell, Chair of Dumfries and Galloway Council’s Enabling and Customer Services Committee, said:
“Regular budget monitoring is essential to maintaining strong financial governance. The Quarter 3 update provides councillors with a clear view of the council’s in-year financial position and the pressures services are managing as we approach the end of the financial year.”
Councillor Ben Dashper, Vice-Chair, said:
“Quarterly monitoring allows members to track progress against budgets, understand emerging risks and ensure that appropriate management actions are in place.
“This update supports informed decision-making as the council continues to plan responsibly for both the remainder of this year and the year ahead.”
The Quarter 3 budget monitoring report will inform wider financial planning and will be considered alongside other financial reports as the council moves towards setting its 2026/27 budget later this month.
