Missing Doesn’t Mean Gone: New Local Protocol Aims to Keep Vulnerable People Safe

This week, partners across Dumfries and Galloway have launched an updated Multi-Agency Missing Person Protocol, a coordinated approach to help prevent people from going missing and to respond quickly and consistently when they do.

The protocol brings together multiple groups involved in the Public Protection Partnership like police, social work, health services, education and third sector organisations to make sure that every missing person case is handled with care, urgency and compassion.

But Public Protection is at its best when everyone, including the public, can help to prevent people from going missing, or to make it easier to respond when they do. That’s why it’s important to know about two key protocols which can help in keeping the most vulnerable people safe. 

Herbert Protocol: For People Living with Dementia

If you care for someone with dementia, the Herbert Protocol is a simple form you can fill out in advance. It includes key information like their routines, medical needs and a recent photo. If they ever go missing, you hand the form to police so they can act fast.

  • Add a photo.
  • Keep it somewhere safe.
  • Call 999 if they go missing.

Philomena Protocol: For Children and Young People at Risk

The Philomena Protocol is designed to help police respond quickly when a child or young person goes missing, especially those in care or with complex needs. Carers and support staff fill out the form with the young person’s input, so police have the right information from the start.

  • Involve the young person.
  • Keep it safe.
  • Call 999 if they go missing.
