Community Resilience Policy

How we promote inclusive and proactive community resilience through awareness and resources, supported by multi-agency partnerships, with a strong focus on empowering local groups and individuals.

Community resilience involves communities and individuals leveraging resources and expertise to manage emergencies, aligning with the Scottish Government’s definition. It emphasises a culture of preparedness, inclusivity, and social and emotional community constructs rather than solely geographic boundaries. 

Resilience elements include:

  • awareness of risks
  • assets (skills, networks, resources)
  • the propensity to act
  • fostering self-reliance
  • complementing emergency responder efforts

Governance and review

The policy is subject to periodic review, with updates communicated to relevant committees. Coordination occurs through the Local Resilience Partnership and internal operational groups, ensuring strategic oversight and effective implementation of community resilience initiatives.
