Local Development Plan 3 (LDP3)
We have started work on preparing a new Local Development Plan (LDP3) for Dumfries and Galloway, covering a 10-year period.
Evidence report
Dumfries and Galloway Council approved the Council’s first evidence report on 12 December 2024. It was then sent to the Scottish Government to check if it has enough information to move forward. The reporters sent it back on 1 April 2025 because they felt it did not have enough information for the council to create the local development plan.
An updated evidence report was considered and approved by Dumfries and Galloway Council on 26 August 2025 and submitted to the Scottish Government. The reporter was satisfied that the evidence report contained sufficient information to enable the Council to prepare the local development plan. Strategic Flood Risk Assessment (SFRA)
The Strategic Flood Risk Assessment (SFRA) helps us understand flood risks in the area. It follows advice from the Scottish Environmental Protection Agency (SEPA). The SFRA helps us:
- find areas at risk of flooding
- identify places where climate change might cause serious flooding, needing different land use
- plan for water and green spaces
The SFRA shows current and future flood risks.

Call for sites and ideas
The call for sites and ideas, which ran for 8 weeks from 31 January 2025 to 28 March 2025, is now closed. The development planning team will now process the submissions received.
The next steps are:
- the development planning team will review all submissions
- submissions will be assessed based on site criteria and planning policies
- some sites and ideas will be included in the proposed plan
Consultation
We will continue to consult. The proposed plan will be open for public comments for at least 12 weeks. Consultation is expected to begin in late summer 2026
