Property Asset Management Strategy and Management Plan 2025 to 2035

A long-term approach to managing the council’s land, buildings and property assets across Dumfries and Galloway.

Our Property Asset Management Strategy and Management Plan (PAMS) sets out how we will manage, invest in and review our property assets over the next 10 years.

Property assets play a vital role in delivering services and supporting communities. The strategy aims to ensure the council's estate is efficient, affordable, environmentally sustainable and fit for the future, while continuing to provide value to residents and supporting delivery of the Council Plan.

The strategy establishes a long-term vision for the council's property estate:

To create and maintain a property and estate portfolio that is future-ready, environmentally sustainable, and meets the needs of our communities that enables Dumfries and Galloway Council to deliver high-quality services across the region. 

The strategy is built around three key themes:

  • using fewer assets to deliver a better, more efficient, affordable and sustainable estate
  • working in partnership with our communities, ensuring assets focus on local and place
  • managing our council assets effectively as the corporate landlord

The strategy is supported by a 10-year Property Asset Management Plan containing a programme of strategic and operational actions to improve asset performance, support service delivery, reduce emissions and ensure value for money.
